This Memorandum of Understanding (MOU) is entered into and by:

            (1) The Myanmar Mission Unit (MMU) of the Columban Fathers and

            (2) The Archbishop of Mandalay Archdiocese, Archbishop Marco Tin Win.

The Purpose of this MOU

That The Mandalay Higher Education Center (HEC) remains a collaborative effort of both parties with Columban oversight by having a member on the Board of Governors, access to reports and the annual audited financial report.

The Columban Mission Unit Coordinator or a delegate will be a member of the HEC Board of Governors. The Board of Governors will meet annually in November after the end of the academic year.

Responsibilities of the Parties

The Archbishop of Mandalay will appoint the Director of the HEC and the Director will provide a written report on the situation of the HEC each October to the Archbishop and to the Columban MMU Coordinator. This report will form part of the agenda for the meeting of the Board of Governors' meeting in November. The Director and the HEC's accountant will send the external audited financial report to the Columban MMU Coordinator as evidence that donations were properly used in the running of the HEC for salaries of teachers, food and medicine for the HEC students. This report will also be on the agenda of the Board of Governors ' meeting.

Both parties will evaluate how  the Director and teaching staff are implementing the MISSION, VISION and GOALS of the HEC. The Archdiocese will evaluate the various academic courses and if necessary make changes having sought the approval of the board of Governors.

The Columban Fathers through Fr. Neil Magill will continue to fundraise for the HEC and bursars in the countries from where donations come will facilitate the transfer of such donations.

Terminating the Partnership

Each party shall have the right to terminate the MOU by giving 3 months’ written notice to the other party at any time.
